Any - History of UK L-plates - tdc

Can anyone tell me when one would have first seen a plastic L-plate on the front of a motorcycle in the UK.What year were L-plates compulsory fitment on learner bikes?I am trying to date an old photo.Plate looks same type as they use today but pic looks ancient.Thanks.
