My Vivaro van lacks power

I have an 06 Vaxuhall Vivaro 1.9 cdti.

Ive had this problem for a coulpe of years now - it's lacking in power. It is grand on the motorway but if going up a hill in 1st gear and reach 3000 revs and put in to 2nd it just dies and has to put back into first. No lights coming on. Have brought it to Vauxhall and they said there was nothing wrong with it, when it was still in warranty.

I put a new EGR valve in and airflow meter but no difference.

Possibly the mass airflow sensor, or maybe just a dirty air filter.
