Ford Transit Connect - cam belt or chain?

My 2009 Ford Transit Connect lost all power recently. The AA instantly said it was down to the cam belt; however, my local garage who fitted a new belt six months ago say its another chain in the engine. All the valves are bent and no.3 piston is cracked. What's caused this?

This 1.8TDCI engine has both a timing chain and a timing belt, a bit like a Land Rover diesel engine. You can probably Google a diagram of it.
