My Fiesta becomes 10 years old in December 2009. At that point will it be eligible for the £2k Government backed scrappage scheme?

No. Must be first reg 31-8-1999 or earlier and the deal must be done before the government’s 300,000 x £1,000 runs out, even though the government is actually making more from VAT on new cars than it loses in scrappage payments. That said, Nissan, Citroen and Mitsubishi are offering their own scrappage deals on younger cars.
