Coolant fan always running on my Focus

The coolant fan on my car always runs even after a 10 minute drive.. It also runs after I have turned the ignition off for about 1 minute.

Although the Temp gauge is showing what is apparently the perfect reading for the car( just below half way)

The MPG on the car has also dropped to 31.8 Average around town and for a 06 plate Diesel this seems pretty low.

Do you think the cooling fan running constantly is causing the car to use more energy and in effect more fuel consumption?

There is something wrong with it. Probably a coked up turbo oil pipe that is causing the turbo to run hotter than it should. If I'm right and if this is not fixed, the turbo will fail. See: www.honestjohn.co.uk/carbycar/ford/focus-2004/?sec...d
