Fitted winter tyres - economy dropped by 3-4mpg

The mpg on Lexus 450h has dropped between 3-4mpg after fitting winter tyres. Lexus dealer says that I am the first person to mention this. Is this normal?

MPG also drops in the winter because low ambient temperatures mean longer running on enriched mixture. I reckon on a 10% drop as normal.
