Should my partner have been fined for not SORNing his vehicle?

My partner has received an £80 fine for having no tax. He hadn't SORNed the vehicle. The car hasn't run for years and hasn't been driven since before the tax ran out in 2006. The vehicle has since been cannibalised for parts.

If he hadn't SORNd it then he has broken the rules and he will have to pay. He needs to declare the vehicle scrapped or SORN it if he intends to rebuild it.
