Do the authorities still send you a warning letter the first time you enter London's Low Emission Zone if you haven't paid?

If you haven't paid, I'd recommend contacting Transport for London (TfL). I wouldn't wait to see if they send a warning letter or a £250 PCN. As far as I'm aware, TfL can issue a PCN if your vehicle does not meet LEZ emissions standards and the relevant charge isn't paid by midnight on the next working day. They will also issue a PCN if the vehicle isn't registered. For more details, see: tfl.gov.uk/modes/driving/low-emission-zone
